Shunsui Tokunaga was a Japanese painter in the 20th and 21st centuries. He learned to draw pictures under Shinsui Ito (refer to #762), who was good at creating bijin-ga (paintings of beautiful women).
Also, Shunsui was known as the founder of Tokunaga Flying Carp Co., Ltd., the largest manufacturer of Koinobori (or "carp streamer" in English) in this country.
